What does a person do if they can't find someone to take care of their future funeral arrangements?

my neighbor had a friend to take care of arrangements in case something happened to him, but this friend is dying. He has a will and everything. He has one nephew left but he doesn't want to burden this young nephew with that kind of thing.

1. He can inquire at the social services department, who may assign someone to ensure that his arrangements are carried out, or he can hire a lawyer who will pretty much do the same thing. The only difference may be the cost and also how quickly the process is sorted out.
2. It is possible to prepurchase funeral arrangements at mortuaries.
